Mayor Bowser Announces Key Appointments

(Washington, DC) – Today, Mayor Muriel Bowser announced a series of appointments in her administration:

Director Ernest Chrappah, to be Interim Director of the District Department of Consumer and Regulatory Affairs (DCRA).

Mr. Chrappah brings to this role his years of experience as a government executive as well as a successful entrepreneur with a reputation for finding innovative solutions to complex challenges. He most recently led the Department of For-Hire Vehicles. Previously, he served as the Deputy Chief Information Officer for the Child and Family Services Agency where he implemented innovative technology solutions leveraging analytics, mobility, cloud, APIs, and user oriented design for an 800+ workforce to improve child welfare outcomes. Mr. Chrappah earned his MBA in Strategy and Marketing from the University of Maryland’s Robert H. Smith School of Business and received his Bachelor of Arts in Economics from the American University.

Ahnna Smith, to be Executive Director of the Workforce Investment Council (WIC).

Ms. Smith has been a senior advisor to the Acting Deputy Mayor for Education (DME), previously serving as Interim DME in the months prior. As WIC Executive Director, Ms. Smith will lead a private-sector led board responsible for advising the Mayor, DC Council, and District government on the development, implementation, and continuous improvement of an integrated and effective workforce investment system. Smith previously served as Chief of Staff to the DME, leading a variety of projects, including Mayor Bowser’s commitment to increasing the number of infant and toddler child care seats by 1,000. Ms. Smith began her career as an elementary school teacher in Miami-Dade County Public Schools after earning a degree in government and politics, magna cum laude, from the University of Maryland, College Park.

Reverend Donald Isaac, Sr., to be Executive Director of the District of Columbia Corrections Information Council (CIC).

Rev. Isaac previously served in the Bowser Administration as Director of the Office of Religious Affairs and, for the past eighteen years, Rev. Isaac has served as the Executive Director and Senior Advisor of the East of the River Clergy Police Community Partnership, which was formed as a collaborative effort between faith, law enforcement, and community based partners. As CIC Executive Director, Rev. Isaac will lead an independent body which inspects, monitors, and reports on the conditions of confinement at facilities where DC residents are incarcerated. Rev. Isaac has studied at the Washington Technical Institute, Howard University, and the University of the District of Columbia and holds an A.S. in City Planning and a B.S. in Urban Planning. He graduated from the Washington Baptist Seminary and received his Master of Divinity from Howard University School of Divinity. Rev. Isaac holds an M.P.A. (Non-Profit Management) from Southeastern University.
